This is the shortest chapter in the book. But it is vital.

In the euphoria of planning workshops we are often tempted to promise too much. But: will it get done? Before declaring the plan finished, all owners of obligations must double-check their obligations. Are the DODs of necessary conditions, commitments and milestones clear and feasible? Are the required resources available? YES? Only then each obligation can be confirmed.

As long as one single obligation is unconfirmed, the operational plan is not completed, the surfboard not yet glued together.
